Heywood “The (‘anti-bullying’) legislation has been working its way through the legislature for the better part of a decade… the sticking point was whether or not to enumerate, or list, protected categories. Conservative lawmakers had opposed the enumeration because it included sexual orientation and gender identity and/or expression.
